Kamchatka. The locals there would probably be very surprised to meet small boat sailors from abroad, and very welcoming; but the officials might not be so welcoming
It's a place I'd like to get to on a "Pacific Circle" cruise, but it's very unlikely that one would be able to get permission from the Russian authorities to go there; plus getting there has the further complication of needing to base the boat in northern Japan for a summer to get up there. But you'd be guaranteed to be able to sell at least one article to a cruising magazine if you did such a cruise . Although maybe not, since the cruising mags these days are only interested in BVI chartering articles...
Closer to home (North America, anyway) --how about Labrador? I bet they see very few cruising boats there
