If you're using an LED anchor light such as Dr. LED or Bebi LEDs that (seems to the eye) is brighter than certified 2nm lights, and someone slams into your boat, and it ends up in the courts: Is the burden on you to prove your lights meet regulations, or is it the burden of the other party to prove they don't?
