I finally traced my wires back and found a separate Hehr regulator for the windlass that was burned out , literally. A few weeks ago my wife said she smelled something electric burning and I blew it off as just a hot engine smell. I talked to Hehr and the tech said that it is not uncommon for them to burn after 10 plus years, which is a strange thing to say. He explained how they burn, which has something to do with the compound inside the unit becoming unstable. Calder's book was also helpful in understanding the whole mess. Thanks to all for the help.
