One point to keep in mind is that things change! What is “safe” today, may not be tomorrow! As was pointed out in another reply, a few years ago CR was not a bad place to be.
I remember a few years back when my son called me from Thailand and said he was going to visit a place that every one was telling him was low cost and a GREAT. The place was Viet Nam. My wife had to scrape me off the ceiling! The last time I was there I being shot at. He went and had a great time. It was not until he came back to the US that he was in danger.
As cruisers, we take our safety and lives into our own responsibilities. It's as simple as that. Use the SSB and get word on the net's of what's ahead from people that are there NOW, then make your own decision about the visit.
Try to avoid bad weather and bad places, but NO PLACE is “safe”. If safety was the only consideration, we would not be cruising.
