After experimenting with different bins I finally found that an Igloo marine cooler is suitable for mounting a Racor 120A fuel / water separator and is large enough to also hold my 2.5 gal gas tank. It lashes to the middle of my RIB and is a comfortable seat for rowing.

I always worried about the little gas tank sitting in the dink, getting rained on and sloshed with bilge water, in addition to the problems ethanol is causing. The filter, and keeping the tank protected seems like it should help on both counts.
