Here's the rudder and tiller of one of those boats.

() Take a look at the foot long pintles both up and down. I'm not sure about the rationale for the upper one being so long. I'm also not entirely sure what the order of operations is for installing that rudder. I noticed this same set up on other boats of this nature. These guys all that I saw were standing up to metal tillers with a six inch tall or so post forward to hang onto.
