Most relevant laws require overboard discharge valve "secured".
Properly secured means:
closing the valve that leads to the through-hull fitting and removing the handle;
closing and padlocking the valve that leads to the through-hull fitting; or
Using a non-releasable wire-tie to hold the value that leads to the through-hull fitting in the closed position.
My through-hull is in a remote place that requires me to stretch and contort to operate the valve by hand, but it's easy to operate with my foot. Obviously any of the above methods are an inconvenience.
Since my discharge pump is electric, I would meet the intent of the requirements if I installed a key switch and removed the key when not in use. My concern is that I still might be cited because I wouldn't conform to the exact phrasing of the law. Any opinions?
