Oriental Marina for Oriental. It's convenient to most things except a grocery store. We stayed there a couple days earlier this month. There are town docks in Oriental that are free and also right there, but first come first serve for the 2 slips and no facilities.

And for New Bern, I'd recommend the New Bern Grand Marina, which is right next to the Hilton( Use to be the Sheraton). Nice walk into historic New Bern. The Bridgepoint hotel and marina is nice too, but you have to walk across the draw bridge to get to town ( though it is convenient to the Outback)
