the cops are lazy.... found that a local bar had a surveillance camera on the dinghy dock and told the cops...they were not interested...asked about 25 people and found out what happened...the cops don't treat the boaters fairly, either does the CG...boy if I ran the CG, I woud lose 9-% of the personnel as well as half the command structure...these guys are not pros by a long shot...
