Here's a common example of bricked up doorway on left.

Not sure how old/new the walkway on the right is. It was not uncommon at all to see doorways on main floors bricked up or with metal sealing them to about three or so feet high. At high tide many of the walkways were flooded, especially with waves from boats going by. Raised walkways on scaffolding were brought for such times. Many, many buildings have the ground floors, so to speak, clearly vacant.
