I don't know the law on this and suppose each country defines it a bit differently. It must be annoying for the Caicos not to get a piece of the voyager "just passing through". I'm guessing that CSBB denizens have other stories about this. I remember a while ago there was a hue and cry when the Bahamas jacked up their cruising fees, but at least $300 gets you six months there, whereas $100 gets you a week only in the Caicos. I guess the radar strategy is more cost-effective for the Caicos than sending out patrol boats.
