I picked up a few thousand $$$ worth of tools with my last boat and have made good use of most but never figured out exactly what this is. The canister is seemingly empty with just a spring and the plunger when fully depressed locks into place. Pushing a button releases it.

I have no clue what this is. Any ideas?
