Can you "whip tie" a dock cleat?

As a side note, do you do a cleat hitch, or not? I sail with some folks that never seem to be able to get a cleat hitch right, and tend to just wrap the mooring line over and over again around the cleat, without putting in the locking loop.

I am picky, I want a simple, properly done cleat hitch and little more... wrap the extra line perhaps to get it out of the way, but that's about it.
