New way of towing a dinghy?

I saw this guy yesterday in Long Island Sound. Either he was out for a daysail or he was just confused, because he was tacking back and forth. No he was not adjusting the dinghy or working on changing it's tow position -- it hung there on its side against the mother boat's hip for the 10 minutes or so I watched him, and the solo sailor was obviously occupied with doing other things, for example letting the sails luff -- which seemed to be most of the time.
