Yours should have very little resistance. Hydraulic linear drive units can have quite a bit of resistance depending on how the bypass valves are designed and configured.

The best thing to do is go ahead with your plan to disconnect the drive and see if the resistance changes. That way you can isolate any problem to the drive unit or steering system.
