I wrote to Boat/US about the NOAA radio issue on Long Island Sound. They have a govermental affairs section. Here is a nice and prompt response from them:

"Thank you for getting in touch. We have contacted with the National Weather Service about this issue in the fall. Your email is a good reminder to follow up with them. I’ll let you know what I hear.
