Finally, embedded within that story, is a link to a previous story, which helps put this whole deal in perspective... Seems pretty obvious, that derelict boats are being "offered" to homeless, destitute, or mentally incompetent people as a means for boatyards or owners to "dispose" of them - with of course the ultimate cost being borne by the taxpayer...
Absolutely boggles the mind, how the failure of the system and law enforcement at every possible level permits this sort of thing to happen...
