Could be but the death% is based on per/100,000 boats.

There was a slight decline in boat registrations. 2012-12,101,936 compared to 2013-11,999,067. A small fraction, but that's not to say usage isn't down. However I think the low in boat usage in my area was a few years back, at the bottom of the last economic dive. Usage looks up the last 3 or so years here in New England.

A summary from the 2013 survey;

The fatality rate was 4.7 deaths per 100,000 registered recreational vessels.
This rate represents a 13% decrease from last year’s fatality rate of 5.4
deaths per 100,000 registered recreational vessels.

Compared to 2012, the number of accidents decreased 10%, the number of
deaths decreased 14%, and the number of injuries decreased 12.7%.
