Sure. Navy ships used fuel for ballast.

Several Destroyers capsized and sunk during the typhoon in '45 because they were low on fuel and were afraid to ballast with salt water for fear of contaminating the remaining fuel and losing fires. Before modern sea water compensation systems with good fuel separators came into use in the '70s, low fuel (below 60-65 percent) was a constant worry of Destroyer COs and Cheif Engineers. A little odd for a yacht though. Someone didn't do their basic stability calculations.
