Can we repair a West Marien fender

We have a WM blue fender, about 10" diameter by 2 feet long. the black valve for blowing it up disappeared when we wer ahrd on a dock in he wind. The others held up OK

Anybody know whether this can be fixed?
Is the fender junk now?
