doesn't that quailfy as an ultralight?

In a previous life I worked as a DoD contractor. The company I worked for also contracted with a company out of Texas called Eipper Aircraft where I was tasked to develop a training program for the pilots of their ultralight aircraft. At that time pretty much anyone with deep enough pockets could buy one and learn to fly it, no license required. We were trying to educate them enough so they didn't kill themselves.
