Generally its the Designer Rating -- i.e., the "bare" boat

NOT with all your "stuff" on it! e.g.: Your chain, your second and third anchors (including the Manson or Rocna heavyweights :^)))) You can ask your association's governing body what to use.

This for one of the instruction manuals:

Design Displacement: The design displacement can be found in the boat’s owner’s
manual or on the internet and should be recorded on the application form in pounds.
The design displacement is not the loaded sailing weight of the boat on a Travelift. It is
the weight the designer calculated for the bare boat.

If there have been any modifications made to the boat over the years please outline
these briefly. Indicate the type of keel and indicate whether the yacht is self righting.
Yachts that are not self righting from 90 degree depression do not qualify for a PHRF
BC Rating Certificate
