We're on a roll and I don't know where the money is coming from. I think we've gotten a grant or two for harbor development. Plus we get serious revenue from not only mooring fees for local boats, but rental of Marine park for weddings and events(nearly a constant stream). We allow(charge) a few food vendors. Plus people like me pay for storage in the huge parking area in the off season. Some tax payers scoff but the majority see the value in our harbor. It's an asset that pays beyond what accountants are capable of finding.
Here is Prock installing the latest 100' section to the south of the main dockage(grainy iPhone zoom). We've installed state of the art pump out and electrical heads to the rental docks. I think overnight dock space is 2/foot, a little steep. But we have clean showers, laundry, parking, a beautiful park, restaurants nearby, boats a building, etc....etc.... Just come in a North wind.
