Seems like the old west to me with no one in charge. No country wants to take any responsibility so private organizations attempt to enforce the laws.

I see only one answer to the situation. All vessels involved in this pirated situation need to arm themselves with everything available. 50 caliber machine guns and torpedos would be a good start. Total anarchy on the high seas with everyone shooting at each other. Perhaps that will bring more attention to the situation.
