() If they had power, they'd be communicating. If they didn't have any power, and had the ability to send a message out, then there would be an EPIRB. There would be VHF, SSB, etc.
I fear that ship is not above water. I hope it's crew are out there in their antiquated lifeboats; but, it doesn't sound good at all.
