Looks like a sleeve cover was on the jib -- the zipper let go in the "flutter"

() Ours has a gusseting line which tightens the jib cover -- which keeps it from fluttering (much). But the best approach would be to wrap spinnaker or some other lines around the jib to keep it from going anywhere.
