"They" shouldn't be worrying about keeping people employed doing something productive.

Rather,"They" should be focusing on making sure wealthy yachtsman and/or their paid crew can move their boats south without inconvenience to satisfy the owners' manifest needs for maximum enjoyment and minimum inconvience. ;^)
