I suppose there might even be some logic in it: low lifes and gang members would be drawn to the look. Either can be converted to selective fire by the diligent machinist (but so can most semi-autos). The Mini 14 is a scaled down version of the military M-14 or the civilian M1A - both of which aren't whimpy and make a much bigger bang when you pull the trigger. But harder to swing around in, say, a crowded bank lobby or supermarket.
