Dave, I am damn sure you know more about this than I do but here's what I do.....

I reduce my monster saved pics in Elements 2.0 to 1200 X 900. Then I hit "save for web" and scale down to sub 100k. Works most of the time and I get pics that show well, i.e. fill the screen. Sadly this pic is fuzzy and belies my usual success.
Now if I just had some pics folks actually wanted to see....
