I use Photoshop Elements' (2.0!) "Save for Web" command. 
In Response To: How the hell do you reduce the size of the photo's? ()
You can set the size and quality and it optimizes colors for the web. Other than that, there are freeware tools to just right-button an image and give it the new size and there you are.
