The way rules are enforced (or not) the chances are about nil that anyone would complain or cite you for not being compliant. However, if there were a collision at night the first thing the opposing lawyer will look at is whether you were under the influence or whether your boat failed to meet any regulations, especially whether your boat was "properly" lit.
I'm no lawyer but have read about a few cases, and probably if you were lit (but your lights don't meet certification) you would be found at least "partially" at fault. Being lit at all would help your case, but you would be better off not having to deal with that question in that situation.
