It's neither. It's 3" beyond the end of the taper, on the standing (long) part of the line

The reason for going 3" beyond is that you might lose 2" of length from the expanded diameter required to contain the buried end. Regardless, it is important to exit the standing part beyond the end of the taper otherwise the taper won't be completely covered (inside) when you milk it back down. Hope that's clear.
