They've charged for grocery bags here for a number of years now. (Quebec)
Not uncommon...
That's the good part of .25c a piece
It's 5 cents here and NOBODY buys them. Everyone brings re-usable cloth bags for groceries. The nickle is a charge.

You would think thta this was a no brainer but
No-brainer is right. Most people are taught how to handle food safely.
And how to do laundry.
I actually question the "real" value of reusable, but tossing the bag in with the wash is not as bad as disposables IMHO
