put a 1N4001 diode in series with each LED. The .6 volt voltage drop should be enough to suppress the voltage bleed. Your wiring is acting like an antenna - picking up either noise from the battery charger or just 60 Hz AC.

1N4001 diodes are cheap and available at Radio Schlock (er, I mean Radio Shack).
