We arrived in Key West and had some beautiful photos of the crossing from Isla Mujeres to the Dry Tortugas. Ft. Jefferson was awesome but we went snorkeling and came upon a mooring that has just been installed. In the future there will be no anchoring and you must take a mooring.

I was struck with the way they weighted the pennant down. They could have used any number of ways to keep it from floating so dumb boaters won't run into it and wrap it around their prop but they decided on a $50 to $70.00 stainless steel shackle.

This is our money their wasting. Once again, they say they have no money and need to raise taxes but there is no effort to conserve what they already get and use it wisely.

Please, someone tell me I'm wrong and using a 3 pound piece of stainless with a machine screw, nut and cotter pin is the best way to make a weight.
