I think it's a bit of both. 
Most folks don't get off for a cruise until Memorial Day - even on a good year. But this year the weather has been so bad that a lot of folks a) aren't in the water yet, or in many cases b) haven't even started on their boats yet. I consider myself fortunate to have gotten in the water last week. I suspect that with a lot of folks this year, 4th of July weekend with be their normal Memorial Day.
