Make some fiberglass threaded inserts... 
In Response To: I have to mount my dinghy wheels on ()
get some G10 thick wall tubing from McMaster (search for Garolite) and tap it for your 1/4 -20. Bond these into the fiberglass. They will be stronger that the bolt if the length is about 2 diameters.
