Try aluminum foil around the vent where the tray is.

I know, you probably tried that already.

I put foil around the windward side of the vent where the tray is and it worked fine in all but a gale. ,,,,,, But wait,,,,,,,, I remember taking the jet out of the valve and taking a drill making the hole larger. It's like a blast furnace and different than the way I purchased it.

Don't suggest doing it,,, just saying I did it and it worked great. Bigger jets allowing more propane to hit the grill. I think I did it when it kept blowing out. I have an accessory hose so the grill is hooked up to a larger 10lb. tank mounted on the stern rail.
