If the engine is "warm" and the choke is off, it sounds like a fuel issue. Beyond Rich's observations, there are some jets on the small 4HP that someone said really can get plugged-up if you don't have clean fuel. After you check the choke and the fuel filters -- you might have to clean the jets.
