it's about complying with marina regulations. Since it didn't have an engine (at least in NY) it didn't have to be registered. Perhaps if he had another boat that could tow his house out of the marina he could have been in compliance.

But I think what really struck me is that his home was destroyed. Was that really necessary? It seems to me that he has a case here. This is one for Judge Judy!
