Corrosion protection for internal engine flange and bolts

I am installing a new damper plate on my Yanmar 3HM35F. The flange that the damper plate bolts onto has very light rust, no serious flaking just surface rust. Is a simple wipe down adequate or should I really clean it and give it a coat of Boeshield or similar? It's one of those areas you only look at every 10 years or so. Also, is Tef Gel appropriate to use on the bolts that hold the damper plate, as well as the bolts that hold the transmission? They all have lock washers so I don't need a thread locker.
