Are there any printing outfits that can make decent photocopies of paper charts at an affordable price? Is it legal?

I'm starting to think about charts for Northern Europe, and the sheer quantity/cost of what I would need. I'm seriously considering electronic only (with several backup systems) for places like Norway where you would need to buy an armful of charts. Besides, you're never quite sure which ones you'll need so have to purchase far more than you'll likely use. I would certainly carry paper planning charts, but not all the detailed ones. I'm sure I could borrow many of the charts if it is feasible to copy them.

(think I know the answer, probably not, but it's worth asking the question)
