Is that it was never fully implemented by the makers, to be user-friendly. It's like Windows Power Shell and scripting -- useful for techy types but too much info for the typical end-user to care about (or grasp).
It will catch on when/if a VHF maker implements compatibility with a standard blue-tooth enabled external alpha-numeric keyboard for setup, menu-driven or wizard-based setup with user-prompts, a graphical display that allows the users to quickly list and select stations to call, etc.
