Seems to me some sort of disolvable plug would be a solution...

Something so that after a short period of time in the water, the container would sink.
Of course if there are buoyant goods aboard, I guess that doesn't work.
How about a solar powered GPS beacon? It would not have to transmit often... just enough to be tracked... such as once a day.
