Ice in my marina was over four feet thick this spring.

Early April launches had to be rescheduled. The water in the marina is now open but boaters aren't going much of anywhere. There are still parts of the Saginaw Bay with ice more than a foot thick.

Can't speak much about tourism or shipping. Given the ice in the bay and the cold temperatures, a lack of activity wouldn't surprise me. There's not enough (or good enough) nearshore ice for ice fishing; too much ice for going out in a boat. Fish runs are predicted to be about two weeks behind normal because of the cold.

I'll be heading north in about a month. Looks like it's going to be a colder trip than usual. The good news is that water levels should be up, perhaps by as much as a foot.
