A slang buzzword to describe what happens as disinvestment in a neighborhood takes an area in the opposite direction of gentrification.
It's not pretty and it's not limited to urban neighborhoods. It's happening in a nearby area where I used to live. Houses lose value(for many potential reasons), new lower investment owners convert to 2 families, the rents lower, maintenance declines. These neighborhoods are now drug traffic centers for the area(in New England) for cheap heroin. A nice neighborhood feel has become a nightmare of crime in just a decade or two.
Some of this has happened in Sandy's wake, neighborhoods are in a limbo as owners have decided not to re-invest, property values stagnate.
