I went to the annual Tugboat Roundup in Waterford, NY last weekend...

Being boatless, and being a lover of antiques and anything old, I had a ball crawling around inside old tugboats. I marveled at how maneuvering a tug built in 1901 required two people. The helmsman steered the tug, and a person sitting in the engine room controlled forward, reverse, and speed. Signals were sent by a bell. Being before OSHA, I imagine that the person sitting next to this all day soon had a problem hearing the bell.
