There are dog people, and they're numerous. Anyone who's ever had a relationship with a dog can read their minds pretty easily by body language and behavior, and it's like a Martian mind-meld. Dog people will approach you without reservations and interact with your dog without asking (as if you're not there) or will strike up a conversation. Sometimes they'll cross a street to meet your dog. It's amazing how much more isolated we are when we cruise without the dog, but when he's with us we meet many more people. A well-behaved dog is a great social ice breaker.
There are also people who dislike dogs and you can spot it well before the dog gets near. They move away and their body language says "keep that dog away". We try to spot that and be sensitive to others.
