In San Diego, I know the most common mooring used in Mission Bay are two engine blocks.

A 500 pound mushroom would be plenty
No one uses mushrooms around here
My thinking is it's up to the owner to keep an eye on his mooring tackle.
I suspect he has a wing keel. I'll ask.
