No ideas on the device you want. Hard to imagine one that would be reliable and practical
We keep or inner stay rigged, and set the hanker on staysail most of the time. When tacking, we leave the staysail aback until the jib has tacked, so it helps the jib around.
Inner stay is sometimes a nuisance but the extra area in light winds and ability to sail easily in strong winds with jib rolled all the way up is adequate compensation for us
Our jib is high clewed, perhaps that is one reason we like the staysail

Changing down to the storm jib would be a pain, but we have never done it except to test
